106/25 Apologies for absence

Apologies for absence were received from Councillor Mrs M. Byrne.

107/25 Declaration of Interest

There were no Declarations of Interest made.

108/25 Minutes of the last meeting

The Minutes of the meeting held on 16 September 2025 were approved as a correct record and signed by the Chair.

109/25 Public participation

There were no members of the public present.

110/25 Police report

111/25 County Councillor’s report

No report.                   

112/25 Borough Councillor’s report

Councillor Mrs Ball reported that there is still no news on what is happening with the ski slope site.

The question was raised as to when the proper speed limit signs for the bypass are going to be re-instated.  The extra work being carried out for the entrance/exit to the housing development site should be completed by 17th November, so the signs should be back to normal soon.

Councillor Pringle reported that a large 6 wheeler truck with a 6 wheeler trailer came through Awsworth towards Cossall – photos need to be taken of any large lorries coming through from the Avant site – a site meeting with Avant is due to be held on 4th  November.  Councillor Ms Hopkin confirmed that she has taken some photos.

Councillor Pringle reported that work has been carried out in a couple of places at the canal – banks were collapsing, so required restoration and the bridleway was being re-furbished.

Councillor Pringle has sent the information regarding the suspected illegal tip to the Enforcement Officer at the Borough Council.

Cows have been wandering near to the bypass, they keep getting through holes in the fence – there is a worry that they will get onto the bypass.

113/25 Items for discussion     

a) Church matters

The next quarterly bill for the floodlights is due. Councillor Mrs Wheatley will ask John Wheatley if he will calculate the amount due.

The new floodlights for the church, will be installed once the road works have finished.

Councillor Harrison reported that the preferred contractor for the hall car park refurbishment has pulled out but another contractor is interested.

b) Footpaths and pavements

Councillor Mrs Gilbert gave an update of the meeting which Juliet Campbell MP had organised with her staff and the Manager of Highways. There was also a representative from the Drainage/Flooding department and Paula Johnson present.

The meeting was very positive and it was agreed that it is not a very safe roadway in various parts of the parish. It was discussed that it would be a good idea if the flattened speed hump be re-instated and signage added – advisory signs of the bends in the road and unsuitable for long vehicles. White lines may be added to the corners to guide motorists.

It was also agreed that the pavement is not good on Robinettes Lane and needs to be improved.  Vegetation will be removed during the next round of works.  The hedge on the corner of Church Lane/Robinettes Lane is reasonably trimmed back and it was advised that to take it back any further would probably kill it.

The drain on Church Lane, that has been overflowing for a long time, has been fixed.  It was found to be blocked with a small sandbag.

Councillor Mrs Gilbert has thanked Juliet Campbell MP and her staff for organising the meeting and for their attendance at the meeting.

The new lamp posts are very nice but LP13 has not been upgraded yet. Thanks will be sent but it will be pointed out that one has been missed.
Councillor Wilton asked if there was any chance of getting a lamp post just below where he lives on Grange Estate.

Councillor Mrs Wheatley reported that the lamp post outside her house and the 3 lamp posts further down Church Lane have all got plastic at the back, which does not look very nice, but prevents light shining into bedrooms.

Councillor Wilton was thanked for slightly raising the sign above the planter on Mill Lane and cleaning it up.

c) Roads/Traffic/Bikers

Councillor Harrison reported that the workmen carrying out the gas renewal roadworks have been very helpful and following the gas leak it was reported that the Customer Services ladies were also very helpful. A message of thanks will be sent to Cadent regarding their workers.

d) RCAN

Councillor Harrison reported that information regarding village hall cluster meetings has been passed on to the church.

e) CPRE

Councillor Ms Hopkin reported that she had attended the AGM Via Zoom.  Nottinghamshire and Derbyshire CPRE branches are going to amalgamate as there are not enough volunteers.

f) Remembrance Day

The Clerk confirmed that the Poppy Wreaths have been ordered and will be delivered to Councillor Mrs Gilbert.  Councillors Mrs Gilbert and Mrs Wheatley will lay the wreaths for the Parish Council and Councillor Ms Hopkin will lay a wreath for the Borough Councillors. The church service will be held on Sunday 9th November.

g) Floral planters                                                              

Councillor Mrs Harrison reported that she has been to Trowell Garden Centre and has now got the bulbs.  Once the planters have been cleared out the bulbs can be planted and then plants to put on top can be sorted out.

Nothing else has been heard regarding hanging baskets.

h) Christmas tree

Need to sort out a tree for this year from Trinity Farm, this will be one metre larger than last year, which will cost an extra £50. There are plenty of people willing to help out with the erection of the tree and the setting up of the lights and barriers.

i) Winter Newsletter

Items suggested for inclusion in the newsletter are –The Bistro at Trinity Farm, update regarding the meeting about the roads, Children’s Corner.

It was suggested that information about the 100 years of Cossall presentation be drip-fed into future newsletters, plan of footpaths and walks/viewpoints could also be included. News regarding meeting/site visit with Avant. Any other suggestions to be emailed to Councillor Mrs Gilbert.

114/25 Correspondence

Invitation to Stapleford Town Council’s Mayor’s Christmas Civic Service.              

115/25 Planning applications

Councillors Harrison were thanked for their attendance at the Avant meeting.

The Environment Agency is satisfied with the cleanliness of the water and so is the Angling Club.  Avant have made/are going to make a donation to re-stock the fish.

Delays with the new junction off the bypass has resulted in lorries still having to travel to the building site via Newtons Lane. Viaem passed the plans, the work was carried out to their specifications and then Viaem changed their minds and further work is now being carried out. Hopefully the work will be finished by the end of November/beginning of December.

The development next to Naptha will be discussed at the next meeting.

The plans for the erection of a large greenhouse on land behind properties on Church Lane was discussed and concerns were raised regarding the size of the greenhouse and position in a Conservation Area
