This website is run by Cossall Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 300% without the text spilling off the screen
- navigate most of the website using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We’ve also made the website text as simple as possible to understand.

How accessible this website is
We know some parts of this website are not fully accessible:
- you cannot modify the line height or spacing of text
- many older PDF documents are not fully accessible to screen reader software
- our historic records of minutes documents exist as photo-scanned images which are not readable by screen reader software

Cossall Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.
Non-compliance with the accessibility regulations
WCAG 2.4.4 Link Purpose and 4.1.2 Name, Role, Value
Links must have discernible text. Not all link names in the homepage slider are descriptive enough to inform a user of where that link will take them. Some of these links are not structured so that a screen reader may understand where they would take a user.
On the homepage the four buttons in the Initiative overview section use “Read More” text. These have been structured using aria-label attribute to make the text more descriptive to screen readers. ChromeVox and Jaws support this attribute but some screen readers may not.
WCAG 2.4.7 Focus Visible
For the standard (desktop) homepage layout the focus becomes lost when tabbing through some of the links. The focus is lost after the “hall for hire” link on the main navigation and the “Cossall conservation” link on the first slider. By tapping TAB key four times the focus is regained and the rest of the slides can be viewed.
On the same slider, after tabbing through the final slide “About Cossall Parish Council” the focus loops back round to the first “Cossall conservation” slide before moving on to the right-hand navigation arrow.
This slider is a free third party plugin provided by The Genesis Framework, as an adjunct to WordPress.
Content that’s not within the scope of the accessibility regulations
Some documents do not meet accessibility standards, as they are not structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).
The historical Minutes exist as images which are not screen readable, but are not essential to the service we provide.
Some of the financial documents exist as scanned images or hard copies, which are not screen readable. These are available to view or download.
Minutes documents dated July 2020 and later will be provided in the public domain as webpages. PDFs will be available to view, print or download.
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
