80/26 Apologies for absence

82/26 Minutes of the last meeting
The Minutes of the meeting held on 16th June 2026 were approved as a correct record and signed by the Chair.
The revised Minutes of the AGM held on 19th May 2026 were re-approved as a correct record and signed by the Chair.
83/26 Public participation
Joanna and Michael attended from Severn Trent to discuss the flooding problems which arise in Cossall when there is prolonged heavy rainfall. Their department deals with surface and sewage flooding and they are now working with other agencies to advise on ways to stop water getting into properties etc. During flooding they go out and triage problems – sewer problems and river problems. Sewer problems can be dealt with quickly but river problems take longer as the water has to subside before any action can be taken. Areas which have been flooded more than once can be added to the Hydraulic Flood Risk Register and will be investigated.
Joanna and Michael were thanked for their visit and asked to email any relevant information to Councillor Mrs Gilbert.
Rachel Eley attended the meeting to express her interest in becoming a Parish Councillor following the initial vacancy notice. Rachel’s application is the only one received and Councillor Mrs Gilbert read out her letter of application to members present. Co-option will take place at the meeting in September.

No report. We need to be made aware of incidents in Cossall on a more regular basis. A report will be requested for the next meeting.

86/26 Borough Councillor’s report
Councillor Mrs Ball reported that she had attended both Planning and Full Council meetings at Broxtowe – nothing came up for Cossall.
Councillor Mrs Ball commented on how wonderful the Open Gardens and Fete event was and how lovely it was to go into the Almshouses to look at the progress made – still a lot of work to do.
The question was asked regarding the re-organisation of local councils and Broxtowe going into the city. Councillor Mrs Ball said this would probably be discussed at the Cabinet meeting which Councillor Pringle was attending tonight.
The industrial estate off the bypass is going to be a huge development and the Awsworth & Neighbours Residents Association welcome any email correspondence to support their objections against this.

87/26 Items for discussion
a) Church matters
The electricity payment for the floodlights is now due. John Wheatley will let Councillor Mrs Gilbert know the costs from 1st April to now so payment can be made to the PCC.
Councillor Mrs Wheatley raised the question as to whether the cleaner can pull in extra work now and again as at the Open Gardens event the skirting boards in the toilet were covered in mould. This will be put on the Agenda for the Finance meeting later in the year. It was pointed out that the Parish Council are paying to have the hall cleaned in months when there are Parish Council meetings, but this does not guarantee that the hall is clean at all times because of other users and the cleaner’s payment from the Parish Council does not cover the cost of a deep clean – would the church contribute towards her wages, if they would like to see her undertake additional work?
b) Footpaths and pavements
A reply has been received from Juliet Campbell MP following our complaint that nothing has been done regarding traffic and safety for pedestrians walking through the village. Juliet has written to Alex Herod, Assistant District Manager – Highways.
As previously agreed the County Council will be introducing HGV warning signs etc during the 2026/27 financial year.
Robinettes Lane is included within the siding up works, to restore the original width of the pavements – we are informed that this will be undertaken towards the end of the growing season. We will keep an eye on this and keep Juliet involved.
The overhanging trees on Awsworth Lane have been cut back.
We need a contingency plan regarding the watering of the planters as the one outside Sue Connor’s house nearly died off due to not being watered. More communication is needed re holidays etc. so that planters do not get missed for a period of time. Thanks were given to the people who regularly water the planters.
It was reported that the water level in the canal is very low due to the lack of rain over the last couple of months.

c) Roads/Traffic/Bikers
A reply has been received from Alex Herod, Assistant District Manager of Highways regarding the traffic problem on Newtons Lane. There have been complaints from residents of speeding traffic and the question was asked if 30mph signs could be installed. Alex has advised that the County Council cannot install 30mph signs but he could provide some speed posters – “30 for a Reason” and “Reasons to go Slow”. If we let him know he will get some deployed. 30mph signs cannot be repeated but all other speed limit signs can.
Can we ask for 20mph signs? Councillor Rigby advised that this could be done (reducing speed limit signs).

d) RCAN
Councillor Harrison reported that he had received information on upcoming community events. Access to a banking review by Nationwide regarding very limited no high street banks and few cash machines.
A survey has been sent out regarding the cluster meetings and if they make a difference.
Councillor Harrison is looking into non-match funding for secondary glazing for the hall windows.
e) CPRE
Nothing to report.
f) Summer/Autumn Newsletter
The next newsletter is will be in September and also one before Christmas. It was suggested that the Christmas one be simplified, more like a Christmas Card. We need to see what is going off in the village.
Suggestions for Autumn newsletter – report on Open Gardens/Fete, Almshouses update, article on the planters – stressing that it is volunteers who plant and water the planters – also thank David at Trowell Garden Centre. Photos of Open Garden/Fete and planters in full bloom would be a nice addition.
g) Memorial Plaque for Jim Gill
The seat Kath has put in a preference for will be cleaned up and once Kath and her daughter have decided on the wording the plaque will be ordered.
h) Benches
Maintenance/quotation will be discussed at next meeting as Councillor Wilton was unable to attend tonight’s meeting.
i) Vacancy
There has been one written application from Rachel Eley, which has been discussed tonight with a view to co-option at the meeting in September.
88/26 Correspondence
The following correspondence has been received:-
a) Erewash Governance Community Review
b) Awsworth Resident’s Association
c) Newtons Lane – Fisherman’s Carpark. A resident has reported unsociable behaviour in this area and would like encouragement that the behaviour will be dealt with, as this has gone on for a long time. Elderly residents are being disturbed by revving vehicles and drug paraphernalia is being left. One particular car is parked for hours from 10pm at night with the engine running. Cars are driving up and down Newtons Lane for meetings. Police have been to see the resident and are going to investigate the drugs and do some patrols.
89/26 Planning applications
Re-application for fencing ro und Metrial Works on the industrial estate to include space in the carpark for some outdoor storage. No objections to this application.
90/26 Finance
A donation is normally made towards the insurance for the Open Gardens event.
It was proposed and seconded and all were in favour that a donation of £250 will be sent to Cossall Village Community Chest.
