67/24 Apologies for absence

Apologies for absence were received from Councillor J. Wilton, Councillor D. Mason, Councillor S. Pepper and Councillor J. McGrath (Nottinghamshire County Council).

68/24 Declaration of Interest

There were no Declarations of Interest made.

69/24 Minutes of the last Meeting

The Minutes of the meeting held on 21st March 2024 were approved as a correct record and signed by the Chair.

70/24 Public participation  

James Keirnan told the meeting he was interested in seeing how the Parish Council meetings were run.

Brian Dench spoke about the volume of construction related traffic on Newtons Lane due to the new development and the pile driving noise and vibrations, which is going on all day long at the moment which is an absolute nightmare for the neighbouring properties.

He also asked what is happening with the access onto the bypass and what is happening with The Gardeners, as there has been no input from the Parish Council at all regarding this.

Councillor Pringle addressed the new development questions – recorded in Borough Councillor’s Report below.

Councillor Mrs Gilbert addressed the question of The Gardeners by informing Brian that the Parish Council cannot afford to help out with this. Brian reported that the parishioners cannot afford to do this, either.  The place is a real mess inside and out.

71/24 Police report

There was no police report.

72/24 County Councillor’s report

Councillor McGrath had sent an update.  He will be going out with an officer in the next few days to look at the bus stops with regard to disabled access.

He is aware that his promised donation of £250 has not yet been made.

There is movement on the flooding in front of Pipswood on Coronation Road. It has been agreed that there are some serious problems and the cause of this will be investigated.        

73/24 Borough Councillor’s report

Councillor Pringle answered Brian Dench’s questions/concerns regarding the new development site. He advised that both he and Councillor Mrs Ball kept in touch weekly and sometimes daily with the traffic problems on Newtons Lane.
He had attended the last Planning meeting at Broxtowe and Condition 3 was discussed – Avant had originally agreed that they would just build a show home before the access onto the bypass was sorted out – they now want to build 20 houses before they sort out the access.  This has been strongly objected to.  Avant are blaming the Highways department for the hold up and Highways are blaming Avant. The decision was deferred at the meeting due to lack of evidence and will now have to go back to committee at a later date. Councillor Mrs Ball reported that she is very worried that Avant will try and get out of doing the access onto the bypass.

Councillor Rigby reported that he had received a call a few days ago from a very disturbed resident on Newtons Lane – the pile driving was causing major shaking of the walls in his property.  Measurements of the vibrations need to be taken and the Borough councillors were asked to look into this as evidence is needed.            The next Liaison meeting is tomorrow.

Councillor Mrs Gilbert reported that there seems to be a problem with the Weekly Planning List as some applications are not appearing on it.  A particular application which did not show up was concerning the stables behind Church Lane, (Awsworth end). This application did not appear when validated and has subsequently been approved. The Borough councillors were asked to check on this problem.

Councillor Mrs Ball will pursue the Environment Agency Report which has not yet been received, concerning the condition of the water in the canal.

There are a lot of dead trees between Newtons Lane and Naptha Boarding Kennels, could this be due to a disease?

Land ownership of the steps with the broken handrail, leading to the canal from Coronation Road, needs to be sought, in order to pursue getting the hand rail repaired.  Councillor Keating reported that he had looked online and the Land Registry website states that it is possibly only £3 to obtain a copy.

Councillor Mrs Gilbert asked if the Borough Councillors could check up on whether or not we have to put in a planning application to add more trees to the TPOs – we were advised by one of Broxtowe’s officers that we would have to do this in order to get new trees onto the TPO register.

74/24 Items for discussion

a) Church matters

The meter has now been removed and a credit of £306.01 has been received from EON.  John Wheatley will now arrange to get the necessary re-connection to the church meter sorted.

b) Footpaths and pavements

Councillor Mrs Gilbert has reported that the footpath by Pipswood has been sorted.

There is a problem with the bench behind Pipswood as people are congregating there and illegal fishing is going on.  Is it because the bench is there that this is happening and should we consider removing the bench? It was pointed out that other people (walkers) use the bench and that the police are aware of the problems.  It was felt that we should wait and see what happens before considering removal of the bench.

Councillor Mrs Wheatley reported that FP24 is seriously overgrown and that there may besome giant hogweed present. 
Also there is some Himalayan balsam on the footpath from the canal to Millennium Park – what3words play.unit.limes.

It was also reported that the barrier on Mill Lane is being left open a lot of the time. A notice will be displayed asking people to close the barrier.

c) Roads/Traffic/Bikers

The pot hole just up from Sam Patchitt’s has been repaired. The pothole on Newtons Lane was reported but this is apparently not a concern and the pot holes towards Tesco have been reported.

Highways are not going to do anything about replacing the Anti-skid surface at Dead Man’s Elbow.  A letter will be sent to the County Councillors about this as the surface was originally done for a purpose – to stop cars leaving the road.

d) RCAN

Councillor Harrison reported that there are a couple of grants available – Community Fund East Midlands Railway and Arnold Clark.
The webinar on fire safely is to be held on 25th June from 10-11am. There are also some health and safety courses.
There are a number of Anti-vaping posters available.

e) CPRE

Councillor Ms Hopkin reported that she has changed the branch we are with from Derbyshire to Nottinghamshire.

f) TPO’s (Tree Preservation Orders)

The Borough Councillors will check up regarding if a planning application has to be submitted to add trees to the TPOs.

g) Notice Boards, New Defibrillator & Drinking Fountain

The notice boards have been repaired and a new board has been sited on The Glebe.  The board for the defibrillator is now in position at Trinity Farm.  Thanks to Councillor Keating for all the work he has done.

The drinking fountain is now fitted and working and gifts have been purchased for John Wheatley and Chris Gilbert in lieu of a fee, for their work in sorting this out.

Councillor Mrs Wheatley reported that the topper for the new notice board on The Glebe is ready and she will pick it up tomorrow.

h) Phone box

Dean Hancox’s quote has been accepted and he will start work once the weather gets better.

i) Floral displays

Councillor Mrs Harrison was thanked for the lovely floral display to commemorate the 80th anniversary of D-Day.
Councillor Mrs Harrison reported that she is most disappointed and upset that 6 plants have been stolen from the planters on Awsworth Lane. About £25 worth has been taken and she felt that it was maybe not worth planting again or we could move them to somewhere else.  Also the planter on Newtons Lane is a mess – the resident whose property the planter is in front of cuts the hedge and leaves the cutting on top of the plants.
Councillor Mrs Wheatley suggested that the planters on Awsworth Lane could be re-sited on The Glebe.  Suggestions will be discussed further at the next meeting.

j) Summer Newsletter

This will be sorted after 1st July.  Topics to be included are:-
An explanation of the Precept, drinking fountain, notice boards, family BBQ, First Aid course, defibrillator/bleed control kit sites.
If there are any other suggestions please let Councillor Mrs Gilbert know

75/24 Correspondence

There was no correspondence.

76/24 Planning applications

Avant site, access onto bypass and problems with the Weekly Planning List were covered earlier in the meeting.

77/24 Finance

Councillor Mrs Gilbert advised the meeting that Chris Gilbert has had a look at the broken bench on Millennium Park and has quoted £150 to do the necessary repairs. It was proposed and seconded and all were in favour that Chris be asked to carry out the work.

Councillor Rigby handed out a proposed budget format, which will come into its own at the next Finance meeting later in the year.

The Accounts for Payment will now show a Reserve of £7,000 and the MTFS budget which currently stands at £750 – these figures will be deducted from the Deposit Account balance each month to show how much money is available to spend.
