117/22   Apologies for absence

Apologies for absence were received from Councillor D. Mason, Councillor Mrs L. Ball (Broxtowe Borough Council), Councillor D. Pringle (Broxtowe Borough Council), Councillor J. McGrath (Nottinghamshire County Council) and PCSO P. Keeley (Police).

118/22   Declaration of Interest

There were no Declarations of Interest made.

119/22   Minutes of the last meeting

The Minutes of the meeting held on Tuesday 18th October 2022 were approved as a correct record and signed by the Chair.

120/22   Public participation  

There were no members of the public present.

121/22   Police report 

There was no Police report.

122/22   County Councillor’s report

There was no County Councillor’s Report but Councillor McGrath will be informed of any concerns.

The faded road markings have not yet been repainted.                   

The branch covering the speed camera on Awsworth Lane has been cut back.

With regard to the blocked drain at the bottom of Church Lane, someone has been seen working there today.

The light fitting has been replaced with one of an appropriate style.

Traffic Calming – We have been informed by Viaem that within the Nottinghamshire area 20mph zones are only outside schools. 

As Church Lane already has road humps, Coronation Road has interactive signs and Awsworth Lane has speed cameras, we are told that unfortunately no other additional measures can be considered.

Councillor McGrath will be contacted regarding the possibility of having permanent Flood signs at each end of the Dead Lane corner. There is no proper drainage system in place; the water just runs off the road into a field.  It is only a hand dug channel into the field with no system to link it into. The question will be asked as to why the kerb stone at the back cannot be removed to assist with the drainage into the field. We could also ask about the possibility of having a French Drain. Councillor Rigby reported that, years ago, he had had this problem added to the Emergency List.  Is it still on the list?

Cllr McGrath will be contacted regarding this.

123/22   Borough Councillor’s report

There was no Borough Council report but Councillor Mrs Ball will be asked to chase up the matter of the waste bin by the bus stop on Coronation Road, which is in poor condition

An issue regarding large pigs being kept at 34 Newtons Lane has been brought to our attention, as there have been complaints from properties on The Glebe. We are told that there are up to 4 pigs with litters of piglets and the smell is very bad. Broxtowe Borough Council is aware and photos have been provided. Darren Henry’s office has been contacted regarding this problem. Suzanne Hickley, Chief Environmental Health Officer at Broxtowe, has been contacted and has confirmed that there is no outright ban on keeping pigs in gardens, but they must have appropriate housing.  She will liaise with Animal Health at Trading Standards and also the complainants. The original email was sent from Awsworth Parish Council because the complainant lives in their parish. No one is sure, at this point, if the pigs are being kept well or not but the smell is reported to be very bad. Now we are aware of the situation we will ask to be kept in the loop. We will contact Defra to ask if all the paperwork for the movement of the pigs is in order.

All parties will be asked to keep us in the loop.

124/22   Items for Discussion

a) Church matters

Nothing to report.

b) Footpaths and pavements

Repair will be arranged for the bridge on Footpath 3.

Canal – the graffiti has been put down for a full clean up, hopefully in the near future.  Councillor Ms Hopkin reported that some people were working on it last week.  Councillor Mrs Wheatley will find out the name of the lady who is sorting it out.

The canal is still leaking between the layby car park on Cossall Road and where the footpath comes up towards the side of the canal. Councillor Mrs Wheatley will let Councillor Mrs Gilbert know the footpath number. We will send an email, but it’s likely that Broxtowe Borough Council is aware of the situation.

The vegetation on the footpath on Church Lane has been cleared, but this has exposed the tarmac breaking up, so it is still not ideal.

c) Roads/Traffic/Bikers

Councillor Mrs Wheatley reported that she had received a message regarding an incident with a young deer becoming wedged in a motorist’s radiator grill whilst driving along Cossall Road.  A lady appeared out of a gate and told the motorist that the deer was one of hers and that she had only had them for a week. The lady disappeared when the police arrived.

It has been reported that horses were seen galloping up Church Lane, it was thought that they had escaped from Patchitt’s farm.  There were 9 horses altogether – they all got back safely.

d) Almshouses

Nothing to report.

e)  Renovation of Church Hall Porch

The work has been booked for week beginning 28 November.

f)  Floral planters

The begonias are still stunning.  Councillor Mrs Harrison reported that she had been to Derby Garden Centre and they had some lovely pansies. Trowell Garden Centre have had some new ones in so she will have a trip there tomorrow and get some for the planters, she will also get a couple of perennials.  Councillor Harrison will pick up the compost.

g)  Notice boards

Chris Gilbert has got the wood for the repair to the notice board at Blackboards. 

The notice board toppers are not ready yet.  Councillor Mrs Wheatley will chase up on Friday.

h)  RCAN

Councillor Harrison reported that a workshop for Energy Savings for Community Buildings had been advertised but this was cancelled.

i)  Neighbourhood Plan

Helen Metcalf is working on the responses received from the R14 Consultation. A meeting has been arranged for 7th December.

There are some very good points received in the representations from consultees and Broxtowe stressed that they are very impressed with the draft of our Neighbourhood Plan. When the Neighbourhood Plan is finally adopted there will be official notification from Cossall Parish Council of Marilyn Reed’s involvement and valuable work. The comments made by Awsworth Parish Council were helpful.

j)  Winter Newsletter

A few changes are needed. Thanks to everyone for their comments.

Cossall Community Chest wants to do a flyer re Christmas Concerts and have asked if this could be included for delivery with the newsletter.

125/22   Correspondence

There have been two very nice replies from Erewash Borough Council regarding the “rave”, assuring us that this type of gathering will not happen again.

Email received from the family of William Rowson thanking us for the help and guidance regarding their request for a Memorial Bench in his name.

Assurance from Broxtowe that the question raised regarding the possibility of Anthrax contamination on the land for the proposed housing development will be thoroughly investigated before the development goes any further

126/22   Planning applications

The Gardeners Inn application will be on the Agenda for the next Broxtowe Planning Committee meeting as the extra 3 months is now up.

There are concerns regarding the cutting back of 50% of the tall cedar tree and 25% of the smaller tree at Chestnut Croft, Church Lane, because this will look odd. An objection will be made as follows – “We are very concerned about the proposed amount to be removed and the overall impact of this in a Conservation Area.  The trees are especially attractive and part of the scenery of the Conservation Area – especially the Deodar Cedar tree where 50% is proposed to be removed.

A strong objection will be made.

127/22   Finance

The Precept needs to be agreed by all councillors.

Councillor Wheatley presented a spreadsheet showing the outcome of the discussions at the last Finance Meeting.  The Revenue and Capital budgets were explained and it had been suggested that the Precept stay the same for the next Financial Year, this being £11,646.00. It was proposed and seconded that the Precept remains the same for next year.  There was a show of hands and all were in favour.

The Medium Term Financial Strategy (MTFS) was explained, this will be in the budget over 3 years.

Cossall Community Support Fund – we have a good communication system in the local area, the right people know about this fund and it is felt that £2,000.00 could be allocated for the next two financial years (2023/24, 2024/25).

This is a first attempt at an MTFS in very strange times and we are in a financial position to help out if necessary. Councillor Rigby was thanked for his valuable input for the MTFS.
