78/23 Apologies for absence

Apologies for absence were received from Councillor K. Rigby, Councillor D. Mason, Councillor S. Pepper, Councillor Mrs L. Ball (Broxtowe Borough Council), Councillor J. McGrath (Nottinghamshire County Council) and PCSO P. Keeley (Police).

79/23 Declaration of Interest

There were no Declarations of Interest made.

80/23 Minutes of the last meeting

The Minutes of the meeting held on 20 June 2023 were approved as a correct record and signed by the Chair.

81/23 Public participation  

There were no members of the public present.

82/23 Police report 

There was no police report.

83/23 County Councillor’s report

There was no County Councillor’s report. 

84/23 Borough Councillor’s report

Councillor Mrs Ball has not forgotten about the canal steps – the handrail has now gone and she will keep checking if there is any news about a replacement.

She has, today, been to see a resident on Awsworth Lane who has reported that their garden keeps flooding due to the heavy rain (3rd house down from Gardeners on the left hand side).  The water is coming from the road over the dropped drive kerb – the front garden is mainly tarmacked. Could the dropped kerb be a little higher to alleviate this issue?

It was reported that the hedge on both sides of Mill Lane has been cut back by a large yellow cutter –has this been done by the Borough Council? Councillor Pringle will look into this as we have been told in the past that hedge cutting does not usually take place until September.

Avant Homes development Site –

Councillor Pringle was asked if he has found anything out regarding the sanctions laid on the contractors at the Avant site who blatantly do not follow the CWP’s (Construction Work Plans).  They have been given some warnings about not sticking to the plan and are being watched.  There have not been any complaints recently and the groundwork is nearly finished.  The entry time has been changed to 8.30am by Avant, so that if lorries come half an hour early, it will be within the CWP and non-compliance will result in the contracts not being renewed.

It was reported that the Technical Director did not turn up to last week’s Liaison Meeting again. 

The hedge at the far end of Newtons Lane was discussed, but the meeting was told that this will not be cut back until September.  It was requested that a safety cut be done so that pedestrians can walk along the pavement.

It was felt that the site is not secure enough, especially with the school holidays imminent.

The next Liaison meeting will be at noon on 12 September, unless there is an emergency, then meeting will be called in August.

The Environment Department have visited the site and there is an initial report which shows that the contamination of the canal is nothing to do with the construction site, a broken drain was found but this was not on the site.  Hopefully we will receive a full copy of the report once it is published.

Councillor Pringle reported that the planning appeal for 4 Foundry Houses has been dismissed. This is great news.

Councillor Pringle reported that he is chasing the police regarding the nitrous oxide canisters being found in the car parks on Cossall Road.  Signs have been put up but these have now been ripped down.  Apparently there is not enough evidence to put cameras up in the car parks.

Now that Labour is in control of the Borough Council they want a special motion to write to the Government regarding the closing of ticket offices. They also want to stop the Right to Buy” scheme, and to put pressure on publicans who close late, to pay for transport home for workers.

a) Church matters

Nothing to discuss.

b) Footpaths and pavements

It was reported that the bin on the church wall belongs to the church but the Borough Council empty it every few weeks – they will try to empty it more often.

It was reported that two notice boards need work – one by the Gardeners needs painting and the one at the bus stop at the bottom of Church Lane needs some work.  It was proposed and seconded, show of hands and all were in favour of Chris Gilbert being asked to carry out the work.

It was reported that the hedges on Coronation Road and Robinettes Lane are in need of cutting back – on Robinettes Lane pedestrians cannot walk along the pavement.  We will request that these are put on the list for cutting.

Japanese Knotweed has been reported on the barn side of the footpath. Knotweed was reported a couple of years ago but it now transpires that this was a different location – on the other side of the footpath and nearer to Babbington The what3words for this location are – name.fines.transfers

Councillor Mrs Wheatley has obtained a TPO plan which names all of the Trees.  Councillor Mrs Gilbert will scan these and email to everyone.

It was reported that the foliage on Coronation Road has grown over the speed sign so it is not visible from the road and that the street lights on Church Lane are nearly all buried in the trees.  Report to Borough Council.

c) Roads/Traffic/Bikers

Nothing to report.

d) Almshouses

Another plan has been submitted.  The new Conservation Officer gave recommendations to omit the windows in the roof of the extensions, so his recommendations have been incorporated into the new plans. Councillor Pringle reported that the Society for Protection of Ancient Buildings, SPAB had not been amongst the original consultees – the Borough Council was in the wrong regarding this. This revised planning application will go back to Planning Committee to be voted on.  It’s not on the Weekly List yet.

e) Neighbourhood Plan update

The Regulation 16 consultation period is complete.  There have been 15 responses received back from consultees and an Independent Examiner has been appointed.  Helen Metcalf has suggested that a map of the new boundary and a note of explanation be sent to the Examiner.  Now waiting for the Examiner to go through all the information – there does not look like there is anything too contentious.

f) RCAN

Citizens Advice/Broxtowe Borough Council are planning 3 weeks to help people struggling with the cost of living.  Details of this are posted on the Parish Council website.

g) TPO’s (Tree Preservation Orders)

The maps provided by Councillor Mrs Wheatley will be scanned and distributed to all councillors. We need to locate any trees which are not listed on the TPO’s that could be worthy of protection. Councillor Wilton will mark up the trees on Robinettes Lane on the TPO. Steve Woodward at Broxtowe will be contacted regarding the trees on Westby Lane, as to whether they are in Cossall or Awsworth. Councillor Mrs Wheatley will check which trees on the TPO maps are still in existence.

86/23 Correspondence

Friends of the Gardeners informed Cossall Parish Council that Broxtowe Borough Council has decided not to register the pub as a Community Asset as it is no longer open.  They have been assigned a Plunkett advisor to help them obtain funding

87/23 Planning applications

A scheme to build 64 properties and a country park on the old ski slope has been submitted. Councillor Keating reported that he has received a letter this week regarding the country park. They are hoping to commence building in November.  Everything is on the Borough Council’s website – this gives a lot of information about the development.

88/23 Finance

The next Finance meeting will be held on Tuesday 25 July at 7.30pm.
