25/19: Apologies for absence

Apologies were received from Councillor D. Mason and Councillor K. Rigby.

26/19: Declaration of Interest

Councillor Mrs Gilbert declared an interest in any matters concerning the signs for the planters.

27/19: Minutes of the last meeting

The Minutes of the Meeting held on 19 February 2019 were duly approved and signed by the Chairman.

28/19: Public participation

There were no members of the public present.

29/19: Police report

No report.

30/19: County Councillor’s report

No report.

31/19: Borough Councillor’s report

Councillor Mrs Ballreported that she has been working with Framework regarding the homeless people.  Councillor Mrs Gilbert reported that she has received a couple of worrying phone calls in the last 2 days.  Someone who is camping out on the old ski slope (not “Tent Man”) has been upsetting young female horse riders on the towpath, he has been using threatening behaviour and spooking the horses.  This is a really worrying situation.  This matter has not been reported to the police.  It was felt that the Parish Council should report this.  The Clerk will ring 101 and report our concerns to the police.

32/19: Items for discussion

a) Church matters – bell tower

Nothing to report.

b) Footpaths/pavements

Viaem have been out to look at the pavement problems on Robinettes Lane but could not see anything that needs attention  Looking at photographs forwarded by Laura Trusler it seems that they were not looking in the right place.  Laura will be contacted to see if an inspector could meet with Councillor Wilton regarding this.

c) Traffic issues

Councillor Wheatley showed photos of the weight limit signs – one is 8ft off the ground and the other is 7ft (Trowell)  The sign at the bottom of Coronation Road cannot be seen  Are the signs too high for the lorry drivers? They are 600mm in size (medium size).  Think there could be a signage problem and the signs may need re-siting further away from the junctions with different wording ie “Weight Limit yards ahead”?  Laura Trusler at Viaem will be contacted regarding the possibility of a site meeting with an inspector to discuss this.

d) Floral displays

Thanks to Chris Gilbert, who has put the new signs onto the planters.  Also, thanks to Ian Hardiker for providing the new signs.  A cheque will be raised in Accounts for Payment for the sum of £25 to cover Chris Gilbert’s costs.

e) Cossall sign

At the boundary on Cossall Road there is a sharp bend, think that a sign on the boundary could be dangerous – maybe it could be taken back 25/30 yards.  Need permission from Viaem.  Contact Laura Trusler regarding a site visit.

f) Motorcycles

Still around.  Need to keep reporting.

g) Almshouses

Nothing to report.

h) Commemorative tree

Councillor Wilton confirmed that the tree is coming on, there are buds on it.  He told the meeting that he has been to Baileys and they suggested 15”x12”x4.5” wedge of black marble.  Would be able to get all of the lettering on it – £325.  It was proposed and seconded that the plaque be ordered  All were in favour.  Councillor Wilton will sort this out.  Could have an official opening.

i) Standing Orders

The Clerk will scan the front page signed by the Chairman and send out to every one.  Remove from Agenda.

j) Neighbourhood Plan

It was reported that a good number of questionnaires have been returned (60+) from parishioners and businesses.  All the information will be collated and discussed at the next Neighbourhood Plan meeting.

k) Bennerley Viaduct & site

Councillor Ms Hopkin reported that there was a meeting last Monday.  Funding has been secured – £40,000.

l) CPR course

Nothing to report.

m) Proposals for expenditure in 2019/20

Various proposals were made at the last meeting towards which monies from previous grants could be used.

  1.  £100 towards the refurbishment of J.R. Kitchen’s grave
  2. Costings for Solar Lights in trees in Churchyard and Millennium Park
  3. Costings for pavement repairs on corner of Mill Lane
  4. Book scanner – £350/400
  5. Costings for cutting back trees at corner of Mill Lane
  6. Tarmaccing
  7. Complete Bell Tower

Councillor Mrs Gilbert will cost out some lights.  Should we put some lights on Awsworth Lane as well?  Also the hire of a Cherry Picker will be around £165/day.  Everyone will look for suitable trees in which to place lights.

n) Gillian Thornhill

It was brought to the attention of the Parish Council that Gillian Thornhill has just come out of hospital following an accident.  It was proposed and seconded that the Parish Council send her a card and flowers.  All were in favour.  Councillor Mrs Gilbert will sort this out.

33/19: Correspondence

Quote received from Chris Gilbert re the Conservation Area A1 size poster for the notice board outside the Church Hall.  Full colour and new photos/map – £200.  It was proposed and seconded that Chris be asked to go ahead with this.  All were in favour.

34/19: Planning applications

There were no Planning Applications for discussion. 

35/19: Accounts for payment

The following accounts were approved for payment:

  • Mrs S.M. Bircumshaw: Clerk’s salary – £394.78
  • Cossall PCC: Room hire (19/03/19) – £24.00
  • Mrs S.M. Bircumshaw: Printing/ink – £47.94
  • C. Gilbert: Signs for planters – £25.00

36/19: Date & time of next Meeting
