62/19: Apologies for absence

Apologies were received from Councillor Mrs S. Wheatley, Councillor D. Keating, Councillor Mrs S. Keating, Councillor D. Mason and PCSO Keeley (Police).


Standing Orders were suspended at 7.33pm.


Standing Orders were re-instated at 7.38pm.


Councillor Mrs Gilbert thanked Councillor Wheatley for all the work he has done over the past few years as Chair and will be grateful for any help and guidance he can offer.

63/19: Declaration of Interest

Councillor Wheatley declared an interest in any matters concerning the floodlights on top of the Church and the light in the Defibrillator box.

64/19: Minutes of the last meeting

The Minutes of the meeting held on Tuesday 14 May 2019 were approved as a correct record and signed by the Chair.

65/19: Public participation

There were no members of the public present.

66/19: Police report

No report.

67/19: County Councillor’s report

Councillor Longdon reported on the meeting with Viaem – when Field Farm goes ahead there could be an increase in traffic through Cossall.  Highways do not have a problem with this issue – should be receiving a letter.

68/19: Borough Councillor’s report

Councillor Mrs Ball reported that she had received an email from Joe Mitson regarding movement on the Almshouses re parking.  (Councillor Wheatley reported that the family who own the land at the rear of the Church Hall have still not heard anything from Mr Mahal.  He reported that he and Sandra will give right of way down their drive if Mr Mahal purchases the land on the condition that he gives the rest of the land to the Parish Council).

The question of Council Tax on the Almshouses was raised – is anything being paid? 

Councillor Mrs Ball will look into this at Broxtowe.

Councillor Mrs Ball reported that she had seen an officer last week regarding the Ski Slope – they will have a meeting eventually.

Newtons Lane development is in hand – cannot start building until Planning Application has been submitted and approved.  Will be informed when anything happens.

69/19: Items for discussion

a) Church matters – bell tower

No quotes yet.  Simon has got the plans.  Heard nothing back from Ilkeston Joinery.  Dale Atkin will be asked for a quote – Councillor Wheatley will sort. Floodlights are not working on to of Church spire – need repairing.  Also light in Defibrillator box is not working.  It was proposed and seconded that Slater Electrical be asked to sort out these issues  All were in favour. Rev. Andy Lord is leaving at the end of July – date for Cossall Do’ is 23 July.  It was proposed that the Parish Council provide the refreshments.  The proposal was seconded and all were in favour of allocating £300/350 for this.

b) Footpaths/pavements

The light outside Councillor Mrs Gilbert’s house is flashing on and off – Chris Gilbert is going to sort it out.  It was reported that a lady in a wheelchair needed to go along Robinettes Lane today but was unable to use footpath because hedge is overhanging.  Nothing can be done about this until July/August.

c) Traffic issues

A meeting has been arranged between Awsworth, Cossall and Trowell Parish Councils on Tuesday 2 July at 7.30pm in Cossall Church Hall.  As Cossall Clerk is not available to take the Minutes, Councillor Mrs Ball will ask Awsworth’s Clerk to do this.  There have been complaints from residents re noisy traffic.  Councillor Harrison reported that he has looked on the Government website – there is a lot of information re health issues caused by noisy traffic.  Councillor Harrison will do more research on this regarding trials which are being commissioned.

d) Floral displays

Planters look fantastic.  Many thanks to everyone who has worked on them.  Brackets from the old hanging baskets are still on the lamp posts and need to be taken down  Councillors Wheatley and Wilton will sort out.

e) Cossall sign

Councillor Wheatley reported that he had rang Laura Trusler, who was unavailable, so spoke to a lady called Sharon.  Viaem no longer deal with Village signs, only road signs.  Sharon knows someone at NCC and will speak to them and get back to

Councillor Wheatley tomorrow.  Are there grants for this type of thing?

Councillor Mrs Gilbert presented Mark 2 of the Conservation sign – it is looking very good.

Will have an up-to-date map.  One or two adjustments required.  Can photos of all the listed buildings be obtained – there are only photos of 3 of them at the moment. 

Councillor Mrs Gilbert will ask Chris if he can obtain more photos – photos need to look beautiful or the poster will not look so good.

f) Motorcycles

Meeting between the three Parish Councils will be held on Tuesday 2 July in Cossall Church Hall, commencing at 7.30pm.

g) Almshouses

Email received from Gurjit Mahal – he is hoping to be able to advise by the end of the week on progress.  A further email will be sent if nothing heard back from him. 

Joe Mitson has advised Councillor Mrs Ball that it looks like there is going to be some movement re access.

h) Neighbourhood Plan

It was reported that there was a good meeting with someone from the Planning Department at BBC (Amanda).  Nothing heard back from BT re broadband speeds.  It was suggested that Anna Soubry be contacted regarding this.

i) Bennerley Viaduct & site

Meeting last night but Councillor Ms Hopkin was unable to attend.  Planning consent should be imminent.

j) CPR course

Discuss at next meeting.

k) Proposals for Expenditure in 2019

The scanner should be arriving any day.  Lights have arrived.  Councillor Mrs Gilbert has put them in her garden to test.  They are nice and bright and look very good but are very delicate.  Need to think about which trees to put lights in.  A cheque for £18 will be raised at next meeting.  Councillor Wheatley reported that he had found some more robust lights – will try and find website again.

l) Tent man

Councillor Wheatley reported that Councillor Mrs Wheatley was walking the dog and saw Tent Man in the distance, he appeared to be holding a large knife.  Reported it to the Police and they went out to see him.  Decided that he didn’t represent any danger at the time.

70/19: Correspondence

There was no correspondence.

71/19: Planning applications

92 Church Lane, Cossall – No objections.

Need to keep an eye on what is happening at The Gatehouse on Awsworth Lane, Cossall.

72/19: Accounts for payment

The following accounts were approved for payment:

  • Mrs S.M. Bircumshaw: Clerk’s salary – £404.64
  • Cossall PCC: Room hire (18/06/19) – £24.00
  • Data protection fee: £40.00
  • Mrs S. Wheatley: Book scanner – £389.00
