74/19: Apologies for absence

Apologies were received from Councillor k. Harrison, Councillor Mrs E. Harrison and PCSO Keeley (Police).

75/19: Declaration of Interest

There were no Declarations of Interest made.

76/19: Minutes of the last meeting

The Minutes of the meeting held on Tuesday 18 June 2019 were approved as a correct record and signed by the Chair.

Standing Orders were suspended at 7.70pm.

Standing Orders were re-instated at 7.50pm.

77/19: Public participation

Members of the public present were Derek Mason and Stuart Lee.  Stuart Lee told the meeting that he had come along to see how the meetings run and asked if the Youth Club would be discussed tonight.  He was informed that this matter will be discussed later as correspondence had been received.

78/19: Police report

No report.

79/19: County Councillor’s report

Councillor Longdon reported on a presentation with Viaem, this was regarding new builds, Field Farm etc.  There will be increased traffic through Cossall when the Field Farm project goes ahead.  A number of special projects were promised but nothing has happened yet.

80/19: Borough Councillor’s report

Councillor Mrs Ball reported on the joint meeting held re off-road motorcycles  Waiting for the Minutes from Hayley (Awsworth Clerk).  Nothing to report on the Council Tax re the Almshouses but not a problem as things are now moving.

Councillor Pringle told the meeting that he has found it quite interesting since being elected as a Borough Councillor.  It is all very quiet at the moment but big changes are being made so awaiting the outcome.  Nothing will happen in August.  Funding from BBC has stopped.  He will be expecting to attend every meeting in the future.

81/19: Items for discussion

a) Church matters – bell tower

Nothing received re quotes yet.  Dale Atkin is very interested.  Councillor Wheatley will get the plans to him. 

Andy Lord’s Leaving Do’ is on 23rd July.  Food is organised and ready to collect – cost £150, leaving £200 in the kitty.  Will start at 7-7.30pm and drinks (sherry/wine/prosecco) will be served on arrival.  Councillor Mrs Gilbert will give a brief introduction  from the Parish Council and Community Chest and will then hand over to Gillian Thormhill.  Food will then be served and gifts from the Church and Community Chest will be presented to him at 8.30pm.  Costs will be sorted out at September meeting.  The tables will be decorated in the usual way for such occasions and Councillors Wheatley and Wilton will sort out bunting, maybe with the help of Chris Gilbert.  Councillor Mrs Harrison has sorted out the food and Councillors Wheatley and Wilton will sort out the drinks.  The Church are organising tea, coffee etc.

b) Footpaths/pavements

The pavement at the bottom of Church Lane is in need of attention  Councillor Ms Hopkin will supply the Clerk with details.  The hedges on Robinettes Lane are in desparate need of cutting back.  There are low branches on FP1 at Coronation Road end and there is overhanging vegetation on FP10on way to Foundry Cottages (at Pegasus Crossing).  Derek Mason will sort this after 1st August.  The weevils are not working in the canal and the red weed is terrible – no sign of weevil activity.

c) Traffic issues

There have been 3 bumps between cars/lorries on corner of Church Lane outside the Church.

d) Floral displays

Looking amazing – many thanks to everyone involved.

e) Cossall sign

Still waiting for Viaem to get back regarding this  Councillor Pringle told the meeting that he will mention it at the Trowell Parish Council meeting re joint boundaries sign.  Conservation sign is not finished yet.  Chris Gilbert has been able to get permission to photograph Glebe Farm (listed building) once renovation work has been completed.

f) Off-road bikers

A meeting was held between the 3 parishes on 2nd July.  Still waiting for Minutes but a draft notice has been circulated.  Conclusion – can provide Police with useful information.  Maps will be marked up showing the key problem access routes.  NCC will provide maps.  With regard to the Notice – Councillor Mrs Gilbert feels that is could be slightly shorter.  Only Police can physically remove the problem.  Will people read the longer notice? Cossall Parish Council feel that the notice needs to be shorter and sharper.  Would like to see Councillor Mrs Gilbert’s shorter version with all Police details.  Thanks to Hayley for taking the Minutes and producing the proposed text.  It was suggested that a notice be displayed on our notice boards – similar to proposed text but a shorter version with bullet points to catch the eye.  Discuss at Community Chest to put bullet points at the bottom of their next leaflet to be circulated to all parishioners.

g) Almshouses

Gurjit Mahal has managed to purchase the land at the back of the Church Hall.  Subject to various permissions it looks like the project will go ahead.  Still a long way to go but looking good.

h) Neighbourhood Plan

Nothing to report.

i) Bennerley Viaduct & site

Still going ahead.

j) CPR course

Nothing to report.

k) Proposals for Expenditure in 2019

The scanner has been purchased.  Trying to think of ways to involve people.  Any ideas for utilising the scanner would be welcome.  Nothing re tree lights – will discuss at next meeting.  Get prices for September – start with 2 trees and also look at Newtons Lane.

l) Tent man

Nothing to report.

m) Youth club

A request for funding has been received from Sarah Lee.  Stuart Lee was in attendance to provide information and suggested an annual contribution for £1000 – this is what they received from Awsworth Parish Council. The questions were initially raised as to how the money will be used and how many children from Cossall attend the Youth Club?  We only have a precept of £11,000 per year so cannot commit to a £1000 donation per year.  Stuart told the meeting that there are 31-32 children attending the Youth Club on a Thursday evening from 7-9pm.  The time will be changing in September to 6.30-8.30pm to enable younger children to attend.  The Parish Council informed Stuart that we would like to support but would like a list of things that are required rather than just give an amount of money.  Stuart and Sarah will provide a list of requirements for September meeting.  It was also suggested that they present the list to the Community Chest for a local charity donation.  It was proposed and seconded and all were in favour that the Parish Council will definitely give a grant or buy something for the Youth Club.

82/19: Correspondence

Email received from Sarah Lee – see discussion above.

83/19: Planning applications

Houses at land adjacent to the Gardeners Inn – email was sent re wrong address on planning application and reply received from BBC Planning Dept that official application has right address and therefore re-submission is not necessary. There will be 3 x 4 bedroomed houses – not happy with access or density aesthetics of being so close together.  Also concerned by organis status of Trinity Farm (next door) being compromised if the gardens use chemicals – could lose its organis status if weed killers are used on the gardens of these new houses.

There is also a lot of activity at The Gate House.  There is a certified Bat Roost at the house and there are concerns that preparations are being made to build at the back of the house.
