67/26 Apologies for absence

Apologies for absence were received from Councillor Mrs S. Wheatley.

68/26 Declaration of Interest

There were no declarations of interest made.

69/26 Minutes of the last meeting

The Minutes of the meeting held on 19th May 2026 were approved as a correct record and signed by the Chair.

70/26 Public participation

There were no members of the public present.

71/26 Police report

No report.

72/26 County Councillor’s report

No report.                   

73/26 Borough Councillor’s report

Councillor Pringle reported that he had contacted Emma Georgiou regarding the litter picking cycle on Dead Lane.  This is approximately a 3 month cycle and the next one is due at the end of June. Councillor Mrs Gilbert reported that this has already been done and thanked Councillor Pringle for chasing this up.

There is a new Tree Officer at Broxtowe and Steve Woodward’s replacement has been appointed.  Councillor Pringle will confirm their names at the next meeting.

74/26 Items for discussion    

a) Church matters

Councillor Mrs Gilbert thanked Councillors Mrs Harrison and Ms Hopkin for the work they have done regarding the application form for the grant for the war memorials.  This is now ready to be completed and submitted.  A letter of support for the application has been received from John and Sandra Wheatley on behalf of Cossall Community Chest, and from Marilyn Reed on behalf of the church.

The cleaning of the hall, which Cossall Parish Council pays for, each month we have a meeting, was discussed and all Councillors thought the hall looked clean.  It was mentioned that this may well have not been the case at the end of last year because there would have been a large gap in this cleaning regime.  This was because we told the cleaner not to come when the road was closed, due to roadworks, in addition, as we don’t have a meeting in December, Cossall Parish Council does not pay for the hall to be cleaned that month.

b) Footpaths and pavements

The overgrown vegetation on Awsworth Lane has been reported again and the response is that it will be looked into and appropriate action taken by NCC Highways. The pavement on Robinettes Lane is now down to about 1ft wide and there are also signs of lorry tracks along the pavements. As this pavement was agreed to be cleared at out meeting with our MP last year, we will write to ask for her help in this matter.

The hedge on the other side of the road is also in need of cutting back. Councillor Wilton will take some photos.

Also on Robinettes Lane, the tarmac around lamp post 4 needs repairing as this has been dislodged.

The hedge coming up Church Lane from the corner at Mill Lane is very overgrown and needs a safety cut as it is growing out into the road.  NCC will be contacted regarding this, they will then write to the owners, if they agree it is a problem.

c) Roads/Traffic/Bikers

A reply has been received from Alex Herod, Assistant District Manager of Highways regarding the drain on the elbow.  The gully is not connected to an onward system so a job has been raised to pipe the gully next year.

It was reported that a proper motorbike was seen coming up the bridlepath on Mill Lane.                                                             

d) RCAN

Councillor Harrison reported that the next phase of cluster meetings for village halls has started and that there was a request today to use the church hall – information passed on to Marilyn Reed.

There are also various funding schemes.

Events can be advertised on the RCAN website and this information has been passed on to Sophie, as this might be useful for the Open Gardens and Village Fete event.

Councillor Mrs Gilbert asked if we would be able to get funding towards secondary glazing in the church hall and would it need match funding? It was thought that match funding would be expected for this. Councillor Harrison will look at funding without match funding and if anything comes up we will look into it.

e) CPRE

Councillor Ms Hopkin reported that Councillor Mrs Wheatley and herself had attended the AGM at Cresswell Crags.  Derbyshire and Nottinghamshire branches have now merged together.

f) Floral planters

The planters look fabulous – massive thank you to Councillor Mrs Harrison.

g) Village signs

The new gateway signs are now installed and paid for.  We will keep the MTFS money for further sign on the back burner for now.

h) Defibrillators                                                                    

Councillor Wilton confirmed that he had carried out the checks on both of the defibrillators.

j) Newsletter for Village Fete and Open Gardens

Thanks were given to everyone who had helped with the delivery of the A5 information leaflet.

k) Memorial plaque for Jim Gill

A letter was sent to Kath Gill regarding the wording on the memorial plaque for Jim.

The Clerk told the meeting that she had spoken with Kath, who is wondering if the Parish Council would be able to supply a seat as well. Benches are quite expensive for a decent one and it was suggested that we could look at utilising one of the benches already in the area of Millennium Park and if necessary clean it up or paint it.

The black metal bench on the roadside coming up the hill on Church Lane was suggested.  This one could be re-painted and tidied up. Councillor Wilton will look at this bench.

l) Benches

Councillor Wilton has not been able to look at the benches in the parish for maintenance/cleaning yet. He will do so and send in a quotation for this work, together with cleaning the information board at the bottom of Millennium Park

m) Vacancy

Following the resignation of James Keirnan last month, we need to advertise the vacancy for a parish councillor. Councillor Mrs Gilbert confirmed that she will place an advertisement on the notice boards this week. Applications will be discussed at the next meeting.

75/26 Correspondence

An email has been received from NALC forwarding a copy of a notification regarding the removal of Councillor’s addresses from the Register of Member’s Interests. If nothing heard by the local councils to the contrary by 29 June 2026, all Councillor’s home addresses will be removed from the registers. All members of Cossall Parish Council confirmed that they were in agreement of their home addresses being removed.

76/26 Planning applications

Two planning applications had been submitted

a) Fencing on the industrial estate
b) A dropped kerb request

There were no objections to either of these applications.

77/26  Finance

It was decided that there is no need for an interim Finance meeting, so a meeting will be arranged for October, at a later date.

79/26 Date and time of next meeting

The next meeting of the Parish Council will be the Annual General Meeting and will be held on Tuesday 21st July 2026, commencing at 7.30pm in the Church Hall.
